The United Nations confirmed yesterday the U.S. Attorney's Office is investigating suspected wrongdoing in the office that handles procurement for U.N. peacekeeping operations. I n a further blow to the troubled peacekeeping department, a report by the Government Accountability Office (GAO) to be delivered to Congress today describes the procurement office as understaffed, poorly trained and badly lacking the oversight that would uncover corruption, fraud and waste. E ight senior staff members were suspended with pay earlier this year, after an inquiry by the U.N. inspector general's office uncovered lax management and possible corruption.

By any measurement, except for the continued terrorist attacks, the war in Iraq has been a success. While the Democrats continue to criticize President Bush for what they say are his failures in Iraq, and disgruntled retired Army officers who were passed over for promotion call for Defense Secretary Donald Rumsfeld’s resignation, the fact remains that a free, independent and democratic Iraqi government remains on track. It isn’t getting the attention it deserves in the news media, but this past weekend’s vote in the newly-elected Iraqi parliament for a new consensus choice prime minister - supported by Kurds, Sunnis and Shiites alike - and the installation of a permanent government is historic and a landmark in Iraq’s future as an anti-terrorist sovereign nation aligned with the West and, most importantly, with the United States.
This is what all of our sacrifices in blood and treasure have produced and it is a huge geopolitically strategic victory for our brave military forces, the Iraqi people, and for President Bush’s policy to plant democracy in the middle of the world’s terrorist breeding grounds. That has given the Iraqis a taste of freedom, but it has also pushed the boundaries of terrorism back significantly and made the U.S. safer (not safe, but safer, than it was before September 11, 2001).No matter what the terrorists may do in the future, there is no turning back now in Iraq. The al Qaeda killers have failed to stop democracy from taking root there.

Prices have been rising under these conditions for thousands of years, long before there were any oil companies. What has also happened in recent times has been that higher gasoline prices bring outraged charges of "gouging" by Big Oil. Some of the most emotionally powerful political words and phrases are wholly undefined -- "exploitation," "greed," "social justice" and the perennial favorite, "gouging."

No matter how big American oil companies are, there are other oil companies around the world and the price of oil is determined in international markets. As for investigating Big Oil, that has been done time and again already, with nothing to show for it.
Prices are a symptom of an underlying reality. Politicians can seize on the symptom and even pass laws dealing with it, without changing the underlying reality.
